I have the honour to submit for
Your Lordship's sanction the enclosed copies of circulars
Nos. 15 and 16 of the 13th, and 14th. June, 1905 which
were issued to Heads of Departments by Sir M. Nathan.
The Comptroller and Auditor Gener-
al has drawr attention to the fact that the calculation of
increment from the 1st. day of the month in which the
officer first began to draw salary irrespective of the
exact date within the month on which the salary commenced,
is contrary to Colonial Regulation No. 81.
The arrangement authorised by Sir
M. Nathan was made in order to save a great deal of cleri-
cal labour in the Treasury and the Colonial Secretary's
Office in calculating and checking increments throughout
the service in connection with monthly paysheets and the
annual estimates.
